The size of JPEG files can be controlled by the resolution of the image and the amount of file compression used when the image is saved to disk. The lower the resolution the smaller the file size. In general, images on web pages will have a resolution of 70 dots per inch in order to load in an acceptable amount of time. If you have an image recorded at high resolution by a digital camera, you can reduce the resolution by using image editing software like Adobe PhotoShop, Paint Shop Pro, or other programs.

If you get Adobe Photoshop you can go up to the top and choose Image then down to image size and make the resolution lower or the size of the picture smaller until it is the right file size that you need.

There's this:

Or if you're using Paint Shop Pro or Photoshop, you just need to either resize and/or compress the jpeg when you export it.

Most digital photos come out of the camera @ or over 1024x768 and over a megabyte. If you want to post photos to a blog, I would highly suggest resizing and compressing the jpegs.
