How can we be sure we know God? that is, knowledge of the Bible or scriptures, that is, epistemic knowledge of God, is this the same as "knowing him" in the biblical sense, of being a friend to, in a relationship with?

No, Knowledge of is not equal to knowing God.
You will know you know God when you know that you know God. If you are asking how do you then you don't.
continuing seeking. You will find. it is only when you stop seeking that you have truly lost a thing.

its when you can look around you and see god every where in every thing. god is not just a word or a feeling we get he is with in every thing with in and out side of the earth.

"Knowing God" will come from answered prayer, learning more about His attributes and characteristics, and hearing His 'still small voice' when you are quietly meditating.

By hearing about Him and knowing who He is and knowing what He did for you, you KNOW him. If you accept him that's a different story
