This is a safe thing to tell a child of any age:
"It's a bit like gardening, dear. The daddy has a special seed, like a flower seed, and he gives it to the mummy. The mummy plants the seed in a special place in her belly where it's very warm and safe. The baby grows from the seed like a flower does. When the baby is big, the mummy goes to the hospital or to a midwife and the doctors help the baby get born. But all this stuff is something only grown ups can do."
That's all you need to tell a young child. If they are asking further questions, you can say that grown-ups have special parts of their bodies that fit together a bit like puzzle pieces, and that's how the daddy gives the mummy the special flower-seed.
This is all very safe and interesting stuff for a young child. It is not a lie and will answer questions honestly.

I say just be straight up with her no matter how old she is. It is a good idea to let an adult know that she is asking, but you don't want the wrong person to SHOW her. These days a lot of girls are having sex in middle school, so it's best to prepare her with the right knowledge so that she is strong and no little young dummy will be able to talk her out of her pants.

Say something simplistic and corny like - "babies are made out of love" and tell her thats all you know and if she needs more information she should go to her parents
If she keeps asking, she might already know, and just wants you to say it because she thinks its funny or something like that. Little kids are silly that way.

I agree with other answers -- refer your cousin to her parents. But I hope you're comfortable with the process of how babies are made b/c it's a natural part of life and nothing to be ashamed of!

I would tell her that it's something that her mom & dad need to talk to her about. Then make sure you let her parents know that she's been asking you so that they can be prepared for her questions. Good luck.

Well I asked my dad that when I was little and he said that they came from grocery stores or a Stork! Then I really thought I knew but it took me a while to really learn but it will keep him/her not ask anymore.

tell her to ask her parents. Its not your responsibilty to tell her, its her parents.
Then inform her parents that she is curious about it. If they are good parents they will talk to her. If she keeps asking you then just say you don't know and she'll find out when she's older.
