Legally... yes. If in an accident any official or insurance company would assume that no matter the position of the seats the passengers would still be at risk by the unstable status of the vehicle and I assume the same. Also I don't know anything about you vehicle, but it sounds like more of a risk of danger if in an accident you are facing each other. If it didn't come with seatbelts you should purchase some just in case you get pulled over

Yes. Absolutely you need seat belts when seated in a rear facing position.
Imagine the result of your body movement in a rear end collision.
If you are hit from the rear your body will stay relatively moving at the same speed while the vehicle you are in will accelerate due to the imapct. Whatever is facing you in your rear seated position is and obstruction that you will most definetly colide with. If you are in the rear of a station wagon, or van, you may have the very undesireable result of being ejuect through the rear glass or door.

Practically speaking, imagine a soccer ball covered in water and then kick it. The water (your body) will stay relatively in place while the ball will accelerate away as the vehicle would if rear ended.

I have a booster seat where the weight limit is 95 pounds. The newer ones are built for bigger children due to the law being expanded to older children. In my state, you could get a nice hefty fine of over $500 for a child not being in a child seat. I suggest you look into your state's motor vehicle laws and child safety laws, this way your children are the safest they can be. You definitely don't want to wager your child's life on what you might have seen from other sources besides legal ones. It could mean you losing your most valuable possession.

No, it's OK. When you crash you'll just send the rear-facing passengers through the boot window instead of the windscreen.

Why don't you call the local police instead of asking us? And if you need to know now, then tell everyone to buckle up. Better safe then sorry.
