We've checked for fleas, but there aren't any. Sooo...what's up?

Go to the vet. There are any number of explanations for this behavior. It might be some kind of body mites that are too small for you to see. Or it could be allergies. I had a cat with an allergy to wool and it went away when I changed the blanket she laid on to one made of cotton. Your vet can help you determine what is going on and help you alleviate the problem.

My kitten had flees at first... we couldn’t see them at all but all the biting was a clue.... a couple of baths did the job. there are a few inexpensive flee shampoos in your local petsmart or petco.
i found those work well a long with a flee collar. For my cat... three bath and the flees are done.... all the shampoo keeps the fleas away.... he goes out side and no fleas for the last month sense the flees where gone

A lot of cats do that when they are nervous...is anything out of the ordinary? Have you moved? My grandmother's cat did that when she was ill and ended up chewing all the fur off her legs.

the cat may be trying to get some fur of take him to the vet to see if he/she has any skin conditions

sometimes there are itches that they need to take care of that can't be reached by their hind legs, which are usually used for itching. but if it is really violent and persistent in one particular spot, then i would check with your vet.
