Non citizens may enlist, so long as they are Green Card holders/Permanent Residents. you would be ineligible to become an Officer or to obtain a security clearance until you got your citizenship, though.

NO YOU DO NOT NEED TO BE A CITIZEN. YOU JUST NEED A HIGH SCHOOL DIPLOMA OR GED, AND YOUR SOCIAL SECURITY NUMBER OR GREEN CARD...I KNOW CAUSE IM IN THE MILITARY
