i have bluetoothed a video from my phone to my comp..?

though the quality is quite poor. is there any program you could recommend i use to improve the quality?

I dont think any exist. Usually the videos taken form a cell phone are best viewed on the phone itself. Hence when you expand it on the computer screen, the quality is naturally poor.

One work around is modifying the Video camera setting on the phone to high.

you need a decent phone, one with a 3 megapixle video/camera. and put it on the highest quality resolution and have sufficent lighting when filming.
