Picasa from Google is a decent program - organises photos really well and allows editing of images - although the editing is quite basic (Red-eye removal, contrast increase etc.)

For high level editing try Adobe Photoshop. You could find it on a torrent site if you dont want to buy it.

Picasa is free and probably the easiest to use; a good organizer and some easy to use tools

Irfanview and Studioline Photobasic are excellent too

Media Purveyor and Adobe Photoshop Album starter edition are worth a look too; both packed with free features and tools
