best bet will be to go to you nearest MAJOR police department and ask to speek with the gang unit supervisor. they will be able to hook you up with some safe connections.

If you're looking for active members, the best way to find one is to learn what your looking for and hit the streets. The police MIGHT tell you what to look for, but they are not going to introduce you to active members. And, anyone that the police do provide an introduction to isn't going to talk to you. Another option is to try to find a reporter with a local media outlet who has done stories on gangs in the past.
For ex-members, contact your local social service organizations.
When you do find an interview subject (active or inactive), remember that chances are you are not going to get the truth out of them. They will see you strictly as a vehicle to enhance their reputation. If you can, spend as much time with them as possible and draw your own conclusions. This also goes for any law enforcement personnel you may interview.
