the smartest dogs are typically herding dogs- because they have been bred to listen and follow commands therefore they learn faster.

By smartest do you mean the most easily trained or the one who best thinks for themselves?

Story time - I was teaching an intermediate obedience class and the dogs were at sit/stay. A dog discuit was placed in front of each dog. A little border collie, new to the class, went down the line eating everyone's biscuit, then went back to her position and left her biscuit untouched...

Border collies think for themselves.
Poodles have been proven to be the quickest at learning, hence their popularity with circus trainers.

It's you again! Australian Sheperds, Border Collies, and Shetland Sheepdogs are probably the smartest dogs. Retrievers, Poodles, and Sheperds follow. I know this because I have been training dogs for many years and these breeds always excel in agility and obedience as well as therapy and search and rescue.
