the dog is trying to warn you of danger but is also scared hence the howling instead of a barking here is good way of making it better but it will take about a week and constantly.
get some with a motorbike or recreate the noise if the dog reacts talk them slowly away from the noise. every time he doesn't react Give him a treat. do not give him attention if he makes noise like a child he is looking for a reaction for approval.
their is another crueler way which i don't approve but their are collars you can buy which gives the dog a mild shock if they howl or bark.
but the best thing to do i feel is to let the dog know the sounds are harmless.

Spaniel's have sensitive ears and the loud sounds are probely hurting him which is why he's howling! Try to keep him away from the noises or find him something better to do, like a kong toy filled with food and peanut butter, give him lots of exercise, play fetch, just keep him busy and he'll learn to ignore the sounds.

If that bird (hardidas) doesn't irritate the neighbors, then surely your dog shouldn't!

But, you can try training her by praising her and giving her treats if she doesn't howl at noises. Eventually, it won't howl at motorbikes and other noisy things. But, you will have to be consistant. This won't happen overnight.

Maybe use a clicker to distract her when the noise occurs. As soon as she looks at you reward her. Keep doing this...be consistant.

Good luck...and by the way...why are you in South Africa...sounds exciting!

Every time it howls call it and give it a few tip bits and chastise it let it know who's the boss, don't be afraid every dog needs to know it place and who the boss is

When he starts howling try to distract him by giving him tit-bits or by taking him in the house.

cut its tongue off!!! Only joking, I live dogs. There is not a lot you can do except tell it off everytime it barks and stop its goodies. That way, it will learn not to bark as it will know that nothing will come its way
