If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness. 1st John 1:9
When someone who asks for forgiveness is forgiven and not refused the second question is now out of context.

Well, they might get some kind of psychosomatic illness manifested in an, "Oh yea, I'll show you!" attitude, where they will deliberately try to hurt the person who refused to 'knuckle under'. Or they might wimp out and cry a lot. Either way they are refusing to forgive that person for not forgiving them. If that person then refuses to accept that forgiveness.. I think that causes lice.

Forgiveness from God or a person? You never have to worry about God not forgiving you. Go to Him with a sincere heart and a willingness to follow Him and He will forgive.

God is listening for a person to believe and ask God to forgive them and save them.YES God answers prayer from all mankind and never says No to that prayer.
After you are one of Gods children again He sometime does say NO
because he knows what is best for you. When he says no to me I pout a little then I think him for his Love.
In Christ in Love,

A lot depends on who is being asked to forgive.
You're too vague to get a clear answer.
