Yes it will, but it may not pass any emissions (smog) test. The air pump takes air, and sends it into the exhaust system to reduce the amount of pollutants (measured as a percentage) in the exhaust.
It does not reduce the actual amount of pollutants, it just makes the percentage lower and allows the vehicle to pass the test.
If you were to take and pour a 12 oz can of cola into a gallon of water and mix it thoroughly, you would see the results in the color of the water. If you were to pour the same amount of soda into a swimming pool, and again mix it up, you would see no evidence of the soda, because it would be diluted!
This is the same thing an air pump does, it dilutes the exhaust with air!

It will run fine, just make sure (if it has a vacuum line running to it or the diverter valve) that you plug the vacuum line.
If you live somewhere that doesn't require emission inspections then you will be fine.
An air pump is designed to provide additional oxygen to the hot exhaust gasses exiting the combustion chamber allowing hydrocarbons and Oxides of Nitrogen to be burned off.
Many people say it's a bunch of BS, but it does help reduce emissions (specifically "oxides of Nitrogen" which hurt our atmosphere more than anything else). I am no tree hugger, but they do work, I too, remove these things from vehicles if they are dysfunctional or not really needed.
Contrary to popular belief, smog pumps (properly working) only consume a couple (if that) of horsepower, not anything that you would really ever notice on a good running engine.

I'm not sure what the specs are on the 4.9, but I had a '72 Monte Carlo with the A.I.R. pump (Air Injection Reactor. Stupid name.) and pulled it off first thing. Then the A/C, and all the stuff connected to it, went, then I took off a bunch of other stuff I can no longer remember the names of. (The "MC", as I called it, came with the 402 cu. in., slightly modified for emission purposes 396 SS motor.) With the TH-400 behind it, and a posi, she went like stink. She was one quick puppy! Since the '72 did not have a computer I was safe. (Lots of hoses that I took off and pluged. Got ping every now and then. Had to use mid-grade gas.) I'm not sure if your vehicle has some type of crude electronic engine control that far back. Unhook that piece of garbage and listen for pings, and check your gas mileage. No pings is good. No change, or better gas mileage is good.

Maybe. If you have a serpentine belt you'll need the pump or a pulley in its place.
You will fail a smog test without it; any modification of the emissions control system = failed test. No "maybe" about it.

yes. however you may not pass emmissions. i have an 83 bronco and i have no emmission system. my catalytic converter is good. i always pass with flying colors.
