questions yourself, "am i really in love with this girl" and " am i a better partner than her boy friend". if both of ur answers are YES, wait for the time. be with her, dont go overboard, be sincere, take care of her, help her when she need some help.
you would definetely get a situation when both of you are in a good mood. at that point if you believe that the girl is a little interested in you, explain her about your love. dont say "i love you" directly.
be prepared, not in advance but just form your sentences n be clear.
but if she isnt ready to leave her current boy friend, dont force her, just wait, and be her friend.

You can't propose to her because first of all your not her boyfriend and second she already is seeing someone. I understand that you have feelings for her, but as a friend you need to do what's best for her and that is not trying to prior her away from the other guy.

reject his boyfriend in a way that you will not sound like you are trying to destroy the man to win her.
Comepte with his boyfriend. First, you have to know about the things she hates with his boyfriend and be everything she requires you to be but not in a way that you will lose your identity. There is a need to be yourself still. Then she would love you.
