It's French, I think it was done in the 1800s. It looks like one of the Moulin Rouge paintings done by Henri Toulouse Lautrec, but I'm not sure if its his. It is of a blond woman in a long red coat dancing.

That is a print made by Lautrec to advertise the Moulin Rouge and was put up as one of the first kiosk posters ever. An original copy today would be worth a fortune. The artist probably didn't give it a name.

Sounds like it's probably Lautrec. He did many paintings (posters) of the Moulin Rouge & its dancers. If you know his style you should be able to tell, it's pretty distinctive. Simple forms & bright colours.
