I have know this girl for 5 years, we have dated 5 or 6 times. We always have this strong connection, but never have done anything about it, or talked about it. I went out with her a few weeks ago and we had a great time and made out. Someone else is also dating her right now. Should i tell her about my feelings for her, and that I want to date her more than once or twice a year? or will it scare her off ? I really like her.

Yeah I think you should tell her how you feel. It might scare her off, but what do you have to lose if you are only seeing her once or twice a year and she is seeing someone else? I just know you won't get what you want until you let her know what it is that you do want. Sounds like you're not happy with the way things are going now, so why not take the risk and see what happens?

Telling her how you feel is probably the best thing you can do. I seriously doubt it would scare her off; rather, she might be flattered, and at least she'll know exactly how you feel.
