if you have friends with dogs that you know arent aggressive or anything have them over to meet your dog along with their dogs. also it may be because you are nervous around other dogs. do you tend to pick up your dog or pull it away when a big dog approachs?? i wouldnt recommend doing that, i understand you may be worried about your dog and that is fine but most dog owners know if they have an aggressive dog or not and they wouldnt let them have an oppurtinity to harm other dogs. its good u r taking your dog to dog parks but also try "doggy day cares" where all dogs can play and interact with eachother with trained people watching.

If you can afford it, puppy school is good, and places like PetSmart offers classes relatively cheap I think. Puppies need something to do all the time when they're not sleeping. Also, you're on the internet - there are literally 1000000's of site about dog training. Get good chewy toys, sanitized bones, they don't splinter, or shatter and are hollow, and you can shove soft cheese in them, or peanut butter and give her something to work at all day. As much as I HATE to say this, cause normally I don't like kennel training, in this case, kennel training might be good for her. There are ways to check a puppy to see what kind of dog they are, one good way is to turn the puppy on her back, if she just lays there happily she's a submissive dog that should be easy to train, however if she fights you quite a bit, she's agressive and may be fairly hard to work with - BUT can still be trained. First you have to treat your older dog the same you did till adopting the other puppy and accord him the same amount of love and time to play.Because he's older and your first dog he knows he's the boss.I t,s strange but dogs respect themselves just like humans do.
You should take the little puppy more often to the park and try to make him get used with other pups slowly.It's impossibly that he won't find another puppy and make friends with him.

DO NOT take him to the park right away u should call 1 of ur friends that has a dog and help them introduce themselves cause they need to interact and your dog will get the idea of being friends after this take him to the park.

You probably shouldn't take him to the dog park right away - he might get overwhelmed. Try to find a friend with a nice gentle dog for him to get to know. Gradually introduce him to other nice dogs on a one on one basis before he has to meet a whole pack. Always allow him room to escape if he feels frightened (into his crate or under a chair, etc.)

the best way to socialize any dog is to take them to Obedience training - its not just to learn "sit and stay" its to deveople awareness of self and to build self esteme - especially if you practice at home... Jack Russells are VERY intelligent and if not given some mental stimulation they will become bored and destructive - again a routine as developed in Obedience classes will help...
DO NOT take him to the park until he is fully vaccinated

You're expecting a bit much from such a young dog. Just give him time. My Chinese Crested was afraid of EVERYTHING when I first got her, and, now, she's a social butterfly who loves every animal and person she sees - a bit of a problem in a semi-rural area with a lot of skunks, coyotes and feral cats, trust me!

You should take him to dog trainers. The trainers are going to help. In the dog school, there are other dogs and the trainers tell if you or the masters of other dogs spoil something.

my chihuhua was the same he was 3yrs old every time some one came with a dog to my house he got under the bed or when he saw a dog he will go under my feet

You need to first make sure you are current on his vaccinations so he is safe and then expose him to many safe and happy experiences so that he gets to be comfortable in new situations.
