Something like that. She needs to take it with her to the German Consulate and submit with her visa application. Some countries also require proof of your income.

I take it your in Germany, and you want your mom to visit. In that case, have her get a passport, and buy her a plane ticket. Why would you need to write a letter to a German embassy? If you're talking about getting her a Visa, then all she, or you, have to do is to fill out the form located at the emabassy website.

your mother has a passport ? how long do you want your mother to come for ?
