Has he been neutered? If not, this usually reduces/eliminates territorial marking.
Do you use strong cleaning solvents like Javex which have a strong smell? Perhaps kitty finds the smell too overpowering and has to wait a while before the smell dies down and he can go into the litter box.

Have you changed the type of litter he has been using ? Usually cats are very clean, and they don't do that, the only reason i can think of is changed of litter and he doesn't like that one. If not the case use a litter that has no smell with baking soda in it, and he might used that.
Another thing, have you had another cat before that used his litter box? Cats are very finicky, so you just have to try various things until you can fix this problem. Good luck.

Do you mean he goes AS you're cleaning his box, or he notices you cleaned it, and just goes on the floor instead? The timing is critical here. If he's going on the floor after discovering the clean box, he could just be upset that his "stuff" has been taken. Sounds weird, I know, but cats don't just go to eliminate....it also marks their territory.
If he's going AS you're cleaning it, he could be mad that you're stealing his crap, lol. Really, this is quite odd. I hope someone else has experienced this and knows what to tell you. In the meantime, a talk with the vet wouldn't hurt.

Well male cats are very territorial. If not nuetered they would spray all over the house. The litter box is the one place that your cat has defined as his territory. everytime you clean it you are removing his "mark". what you need to do is put him in another room while you are cleaning it out. perhaps you could try putting him outside for a bit. my cat watches me clean it and then as soon as i'm done cleaning the darn thing he goes and does a #1 and #2. I don't think you can win on this one...but I would try cleaning it when he is sleeping/not paying attention to you/ or put him outside for a bit til your done. Good luck..hopefully you try my suggestion.

Try leaving a little bit of the dirty litter in the box to remind him of where he needs to go. Also, keep the type of litter you are using consistent, don't switch brands as he may not like that. Good luck!

He may be mad at you for messing with his territory. I had a male cat that would watch me closely when I changed the litter box. After I finished, he would get in and use it immediately. I suggest changing the box when he is not around. My cat was indoor/outdoor. If he's totally indoor, put him in another room.

Clean every poop piece out but one! It reminds him were he needs to do his buisness. Scold him a little lighter when he goes on the floor because he does it often. Go to the vet if it persists. It may just be nothing though! Good Luck!

maybe he just has to go when you clean his litter box maybe wait till after hes done then clean it one time my cat shadow i was cleaning her litterbox and i told her to wait till i was done cleaning it she did wait and went after i cleaned it for her
