Genetics determines how skin will be formed. However, twins still have different fingerprints, so the genetics only tells that fingerprints will happen, but not exactly how they happen to form. That's largely random. There are some larger structures that tend to form ridges, but the exact path of the ridges is random within certain bounds.
(And I'm an atheist, not agnostic)
