First of all you misspelled it, it is La vispera and the translation of the sentence is "The eve of Todos los Santos is the Thirty first of October" or "Todos los Santos day eve is the 31 of October" Todos los Santos means All the Saints which is celebrated in Mexico before the Day of the Dead which is on the 2nd of November

Perhaps you will get answers from some Spanish people but if you ask me it's : La Vistera de Todos los Santos is on the Octobre 31.
The "La vistera de todos Santos" is not to be translated - it's some "fiesta" of theirs. But todos Santos means = all saints.
