Thats a very good idea. I dont know if our government will ever actually move to put a stop to the illegal immigration problem though.
Maybe a moratorium would increase the amount of criminal trespassers, one can never tell.
A strict enforcement of our immigration laws and some more manpower on the border to do the enforcement is an obvious necessity. I.C.E needs to do more, they are setting their "priority" system wayy too low.
I think a major shake up of the bureaucratic leaders of the previously mentioned entities needs to happen, everyone is expendable and can be replaced. Even government employees.

Yes! besides we have more than our quota here already.
In 2005 as many as 4 - 10- million illegal aliens crossed into the United States illegally.
During 2005, Boarder Patrol apprehended approximately 1.2 million illegal aliens; of those 165,00 were from Countries other than Mexico. Of the non-Mexican aliens, approximately 650 were from special interest countries. (Terrorist countries)

I absolutely agree - we need to so what it takes (our military?) to stop all legal & illegal immigration then start strictly enforcing our immigration laws and deporting everyone that is in our country illegally (no exceptions).....then take stock of who we need in our country to enhance our prosperity then open up immigration again - never losing sight of the need to keep illegals out of our country...

How do you place a 'moratorium' on illegal immigration?

You have it all wrong.
It's not legal immigration that's the problem.
It's the Illegal Aliens, drug users, drug dealers, murders, rapist criminals that are crossing our borders Illegally that the problem!
