I think it is because whe can't even help oueselves sometimes , and whe are afraid to ask for help .

You probably won’t like this answer, but the simple fact is, Utopia does not exist on earth. Therefore, people can not continue to give in an unchecked society because it will only be abused. For example, take any country with an established welfare system. In that system you will have those who only want to take advantage of the system until they are able to get back on their feet. These are the people the system was created for. Unfortunately, a very large portion of the people using the system are also abusing the system and only taking. They never contribute back into the system. This is where they become a burden to society in general. They offer nothing to society and expect what they consider to be an “entitlement.” In other words, they think you owe them a free ride.

How long would you be willing to take from your family and give to someone who is not willing to give anything back or even try to be a contributor to society? If you are both financially well off AND idealistic (a rare condition normally only experienced by rich children with no real world experience in obtaining finance or working for what they have) you may be able to give heavily and for a long period of time. If you are like most of us who work for what you have, you will be selective in where you put your charitable donations so they don’t get wasted on freeloaders and greedy people not willing to contribute to society.

That is why people of the world don’t give without asking for something in return. They (we) expect the people we give to, to at least try to make a better life for themselves and to quit being a burden on others so we can move on to assisting other people in need.

Because Man constitute World.
Man - Family - Society - Nation -World.
Most of the people don't know how to live like human being.
They live like animals.

Only when Man know how to unite body, mind and soul or lead happy life by helping others (at least to his family members), whole world can be united.
