Take it slowly. Remember you're only just out of a intense relationship. Ask your neughbour out for a drink, on a quiet night so you can talk or on a really noisy social so you can enjoy yourselves without the talk drying up. But make it just you two, no friends or children around. Just take baby steps at this time and good luck to you. Oh and don't get too drunk either!

I wouldn't.. That's only because I've dated a neighbor and things didn't work out. So, I was stuck observing everything he did whether I liked it or not. I had to drive by his house for work, school, etc. I knew when he'd have another girlfriend too. He was also my best friend's roommate.
I would suggest a LONG period of getting to know each other. My experience and others around me have not been pleasant in the end (when it comes to dating neighbors)

You have no right to wonder "if she is getting it on with some other guy". If she is it's her business not yours. When you two have everything settled
with your previous relationships then ask her for a date. The only way to know if she feels the same about you is to ask. The worst thing she can say is NO.

Wait and let her come to you. That's the best way to let he rknow your feeling her. She should be open enough with you to let her feelings out on you and do stuff with you. And once that happens it may be different but a good different. But take one day at a time and dont worry about "another dude" obviously she is interested if she took you out with HER FRIENDS!!! its takes a long time for a girl to do that and be that comfortable.
