Here is an interesting political "coincidence".
In 2000 the election was decided in a state where the person who certified the vote, the secretary of state, was also the Bush campaign manager in that state.
In 2004 the election was decided in a state where the person who certified the vote, the secretary of state, was also the Bush campaign manager in that state.
In 2000 it was Florida, 2004 Ohio.

The start of your premise is wrong. If Al Gore had followed the Florida State Constitution then now of the problems would have followed. It say in the Florida Constitution that IF there is to be a vote recount then it MUST be a STATE wide recount. Mr. Gore only wanted either a city or county recount. The Superior Court Judge ruled correctly and then the State Supreme Court ruled incorrectly. Therefore the U.S. Supreme Court had to get involved and over turn the Florida State Court! Sadly you and many others forget that one little item when you say that. Also you seem to forget all the other places like St. Louis where the Democrats tried to change the laws there as well as New Mexico. Please get over the lose of these two elections!

Bush won the popular vote in 2004 as well as the electoral college. Do some research. And it sounds to me like the ones who tried to cheat were the democrats. Didn't Al Gore try to get votes for Ralph Nader counted for him because the butterfly ballot, which had been used for many years, was "too confusing for the poor old folks". Al must think old people are jelly brains and can't figure out a simple ballot that they had been voting with for many years. The only real way to get the "pregnant" or "hanging" chads is to put too many ballots into the machine at one time. "Vote early, vote often" still seems to be the motto of the democratic party. In the 2004 election there were numerous districts around the country where more ballots were cast than there were voters. And people question why we need I.D. checks at the polling places.
This further goes to substantiate my theory that the only fair election is when a democrat wins otherwise it's been fixed, stolen, whatever...

No, he has never been elected, he was appointed the first election, and his people cheated in the second. I am afraid it will happen again I think it should be high on the agenda to fix the things that they broke and from now on have fair, open and honest elections.
