First, you have to ascertain if your truck is covered under a warranty or not. If it is a 2002, it is out of thee basic factory warranty and unless you have a good extended warranty that covers it from bumper to bumper, you are on your own. First, disconnect the connection under the seat and use a tester to see if the problem is from the switch to the connector, or, from the connector to the seat (which is most probably is.) Sometimes the heating elements get damaged from frequent use, especially for someone who is on th heavy side. You can go to any facility that does seat repair and have the element replaced. However, I would take it to a Dodge dealer and have them do it. Because if anything happens down the road, such as a fire, you can have recourse against them as they should use (and you should insist on) a Mopar part, and, they have factory trained personnel. Be certain to tell the service writer that you want the technician who works on your car to be certified in that type of repair. Many dealerships will give a non-warranty repair to a technician who has limited training or experience as they are the lowest paid. So, the dealership makes more money on the labor.

And those bun warmers really help on cold mornings. Because the switch blinks I would have a auto trim shop take apart the seat and replace the heating element. You can try a simple test unplug the seat there are a couple of connectors and see it the light in the switch stays lit. Unplugged light on plugged blink Seat shorted. And while your down there you might even find the shorted wire.

You need to take it to the Dodge house and let them fix it. If you try to fix it yourself you'll violate the warranty.
