yes they do , my male cat is fixed but my (irresponsible) roomates cat isn't fixed when shes in heat he'll dry hump her all day if i let 'em (i don't) it's an instinct even if they cant actually do it, the drive is still there.

The most important sex organ is the brain.
1) If male cat is newly neutered he may still have some testosterone floating around in his system. He will calm down over time.
2) He is also establishing dominance. I am still El Gato around here girls. He isn't impressing Ms. Cat much is he?
3) He may be just playing. Wanna rassle?
If he starts to annoy Ms. Cat squirt him with a water bottle or make sure Ms. Cat has a high perch to get away from him when he gets frisky.

My male cat is 15 years old and was "snipped" when he was 6 months hold. He has always had the habit of humping stuffed animals and slippers(and leaving an emission). Less often now that he's older, but still, every once in a while.
I've been told it's normal behaviour.

Yes they do. I had two males and 3 females. The boys every once in a while would get frisky and go for the girls but they usually quit before they got started. It was so funny.

Depends on how old the cat was when you got him fixed. If he has had sex before, then yes, he will still want too in a way. Learned behavior.

Well after being neutered it can take some weeks to completely settle down.
That apart, he may just be establishing his position in the hierarchy.

Natural instict to mate. But it is also a matter of showing "who is boss". I don't think that he "desires" the female cat.

YES!! They still desire to mate....... Does a "human" male stop wanting to hump just because he's been "fixed"? NO....it's INSTINCT!! whether male or female..it's HUMAN NATURE AND INSTINCT!
