If there isn't such a law, there should be one.
Try walking in a parking lot full of vehicles, and walk between 2 vehicles, one of which has the hitch sticking out 8 inches past the back bumper. Hard on the shins, believe me.
As well, it could obstruct the view of the license plate.

If the hitch obscures the view of the license plate it must be removed when not in use. If it does not obscure the view of the plate, you can leave it on if you wish.

Personally I'd remove it when it's not in use as it only takes about 2 seconds to steal one.

they say there is one here in virginia . but ive been stopped and i just tell them im on my way to get a trailer . what can they say . just get a hitch cover
