Yes you are obligated as long as you are financially able. Or else, your father can it for you instead; it's permitted by Islam.

Without knowing more about your situation it is impossible to tell if you owe zakat or not.
Contrary to popular belief zakat is NOT a tax on income it is a tax on capital holdings. This means capital holdings you have held for a year. It also taxes certain agricultural products, livestock and natural resources.
The percentage is NOT 1/10, rather it is 1/40 or 2.5% of the "zakatable" holdings. And there is a minimum amount called nisab which you have to be over in order for the zakat to be required. If your holdings are below nisab then it is optional.

Zakat should be paid locally based on Quran and Hadith.
