Adobe Photoshop Elements 5.0. Also, for more advanced users, Adobe Photoshop CS2 9.0 is great. I also recommend Corel Paint Shop Pro 13. Amazing.

Photoshop CS2 is probably the best if you have a lot of spare cash. Paint Shop Pro comes in second in my book but it depends on what level you will use it.
Why use a sledgehammer to crack a walnut? If it's just for use on occasion why not try the free varieties first my choice would be http://www.gimp.org/

Photoshop of course. But it is expensive. Paint Shop Pro and PS Elements are cheaper alternatives.

I agree with Santa Adobe. Adobe photoshop is a very versatile program you can just about to anything you want to do whether it is a photo or graphic art.
