If you click on an xml file, then it is possible that the default opener will be Internet Explorer. You can open it with notepad or even wordpad. I recommend using http://www.textpad.com It is totally free to use and even when the evaluation period ends, they will still let you to continue using it.
Just right click on the xml file and then choose the option "open with" and choose either notepad, wordpad, or textpad.
Textpad is a very awesome tool for comparing text, editing text, and searching for files. Try using it, you will love it.

XML eXtensible Markup Language preserve the data structure of information by using tags. So most likely when you activate the XML document it will be display in the internet browser You can use visual(.net) studios to edit the file too. Remember the format of XML is that the tags are nested and open tags must be self closing EG

One of the advantages of XML is that you can read and edit it with any text editor: ed, vi, notepad, word (be sure to save as plain text)...
You can edit it as text in any editor, but some have special editing modes that make it easier. Emacs is one example (it has modes for everything.
This is for openeing it to view or edit. Opening it to use depends on the application that wrote it. The point of XML is it is a flexible format that can be used by any application.

it all depends on what you want to do with it.
if you want to look at the xml. you need a text editor.
if you want to see what it really means you need a browser/reader/program for it, depending on what kind of xml file it is.
if you wish to destroy the world with the xml file, you may need additional hardware.
