US Visas are difficult to avail of and quite expensive. Aside from the multitude of paper requirements, [which they completely ignore at times or don't require upon actual interview], family ties seems to be the grounding factor that would make you come back to your homeland. Not necessarily true! Even if there are family ties in the USA, it does not mean that's where you'd really want to begin pitching your tent. There's no place like home still.

proper season? no. but before 9/11, people believed that embassy are usually lenient after signing of a particular agreement between washington and manila.

applying for a visa is easy. according to the movie terminal, you only need 3 things that the person = the story = the document; if one of these is out of order, then there is an anomaly.

you need to prove that you are able to shoulder the expenses, do your thing there, and come back at a particular date.

it is better if you have a bankbook that says that you are earning at a regular period, and spending some money also at a regular period. this will prove that you are able to shoulder your expenses, and that you will spend money there. because us officials want you to invest in their economy.

whether or not your relatives in the usa are americans or not, it is wise not to declare them in you application form. because this can complicate your situation. it is wiser to put hotel as where are you staying while in the usa.

now you have your documents, you need to have your story simple, short and straight to the point. the more you say, the more they can use this against you (or your own story). so, you very short and concise answer per question.

let say, that they approved your visa, you are still not yet out of the woods. upon arrival you and your things will be processed. you need to remember some things.

you must not be in possession of anything fake, that we always take for granted, like a fake gucci wallet from divisoria, or even pirated cds.

you must not also be in possession of a specific tools, because they will suspect that you are not going to return to the philippines.

if you say in your document/ ticket that you are staying for a week, be sure to pack just for a week, not the whole year!

because if they suspect that you that you are not returning for any reason, you are going to be deported.

If you're asking about peak periods, I think it's always peak, which is why you need to set an appointment for the interview. The setting of appointment allows their personnel enough time to handle each case, and prevents disappointment over not being at the embassy early enough, as always happened before the telephone appointment system.

You already asked this question. The answer is still no. If you qualify for a visa, you might get one. US visas are not like Chinese menus: you won't hit on a winning combination of documents that will assure a visa. Every case is different.
