it is an operating system problem.it happens normally when yu upgrade your windows to new one with out change the hardware components.yu can repair your windows using its cd or yu download the service pack for this version and install it and your problem is rectified

It was happening to me .
I discover that it had pop up window that, I was not paying attention to was just clicking OK, the window had option set to re-start, all I had to do was to just change the option to "shut down".
You may also have this condition, check for it. The language may be slightly different may just say "turn off" or some thing different.
