The best way to find this is to look at your country's official government web page.
Type into the google search engine you country's name and the words "travel advisories"
It will have a list of travel advisories for countries they suggest you are best not to enter or ones that need special care. They have different grades of warning.

Burundi
Democratic Republic of the Congo
Iraq
Ivory Coast
Somalia
Sudan

If you're worried about harsh treatment at the hands of police abroad, then the best advise is not to go abroad in the first place, and don't plan on committing any crimes.
Pretty much everywhere inside the European Union, Australia, New Zealand and Canada is reasonably safe, but to be quite honest I wouldn't want to mess with the cops in places like Spain, Italy or Germany either, even though they aren't normally into torture or shooting suspects on sight, they aren't above whipping out the tear gas and water cannons on occasion. European jails are a certainly not as pleasant as English ones, so I wouldn't recommend a stay in one. And you would probably be very wise indeed to stay out of the US of A too, as their penal system isn't especially enlightened and innocent people do get shot out of hand. Stay outta Texas, certainly.
You should probably avoid most of the middle east and sub-saharan africa completely and probably most of China too, and certainly not stray too far from any designated tourist areas. Avoid Turkey as well, especially if you have ever seen "Midnight Express".

The United States State Department offers information to travelers about which countries are considered safe, and why they are safe or not. They will list concerns you have used (like the quality of a country's legal system for tourists). They also give information on crime levels and current terrorist threat assesments for travelers. The FCO advises all people travelling to known "Hot Spots" to check with them before setting off also for other countries around the world check out their web site it is jolly useful & at this moment in time Southern Senegal is added to that list. www.fco.gov.uk
