RIP act doesn't apply to public CCTV, it only applies to covert surveillance of a specific individual in an attempt to catch them out.

I'd argue that the use of CCTV is covered by A,B and D, but not C.
CCTV would be exempt from the FOA however as the other answers relate to the seizure, use and storage of evidence they would apply.
