1.Vatican city .Because the area only 108.7 acre and most of the area just square and building.
2.Monaco.With area only 481.9 acre with total road/highway 50 km.

not antartica, i guess it.s falklands, an island owned by the british. antartica is such a mass of land with americans, russians, etc. in there. they must have built roads for their military vehicles.
