Don't do anything! If he wants to contact you he will. Sometimes, people just aren't into us.
Let's say (for example) that you went on a date with someone. He was really nice, but you just didn't feel a connection with him. If he kept contacting you via, text messages, voice mails and messages through mutual friends, would it make you feel uncomfortable? Sure it would. And it would be okay for you to feel that way.
Most people don't (or won't) take the time to call someone to say, "Thanks for joining me for dinner. I really enjoyed your company but I don't think we're a match." We don't make this call because we don't want to hurt any ones feelings. Have you ever been in that position?
Personally, I would love it if we were all honest, enough to admit to another that "we're not a fit" but the reality is...we're not.

If he was he could have easily gotten a hold of you.
There are things called payphones which he could have used to call you. If he knew where you lived he could have stopped by.
You do not need to apologize. Do yourself a favor a find someone who is considerate that can pick up a payphone and call you.

Tell him the truth. Honesty is the best policy. Tell him you were interested in him and then you were genuinely worried when he didn't respond and you know you overdid it and you apologize. Ask for forgiveness and then let it go.

Hmm it might be too late if he doesn't like clingy girls. There's no need to apologize just tell him you were worried about him and leave it at that. you could say you thought he got in an accident too. that's a tough one though good luck.
