You know exactly what it means, but you don't like it, so you're hoping someone here will say "it means he's secretly in love with you but he's scared and you need to give him time."
Well, that's not what it means. It's never what it means. What it really means is that he doesn't want to hurt your feelings, but for whatever reason, he's just not that into you. It doesn't mean there's something wrong with you; sometimes the chemistry just isn't there for one person, and you can't force the issue or bug him, hoping he'll change. This has been the standard "spare someone's feelings" line for as long as I can remember. I've used it more than I care to admit, and I usually DID like the person, but just not in "that way". Save yourself the grief, girly, listen to what he's trying to (nicely) tell you. Keep the guy as a friend, and set your sights on someone else. Besides. Nothing's half so attractive in a girl than brushing things like this off and moving on. ;)
Edit: As for the other comments here, I don't agree that it automatically means the guy is immature or a loser. He took the time to try to tell you how he felt, and nicely. I don't think that makes him a bad guy.

Pretty much what it means. It means he doesn't want to go out with anyone at this time. There are reasons for this. This could be a way of rejecting you. He could also not be interested in dating right now because he might be going through a bad breakup or divorce.

He might be politely declining. Or he could be in the stage of his education/career/life that he is not ready for a relationship yet. Well, how about just being friends for now? You can probably get to know him better first.

It means that he is keeping you hanging on a string and thinks that you will be available if he ever changes his mind. Is a sort of a way he is putting you in storage until he wants you.
If I were you I would drop him as he has no intension of commiting himself and there will never be a future with him He is a loser big time.

It means he's really stupid and inmature , well I guess depending on his age, if he's really young, of course hes not gonna know what a real relationship is really like, but then again there are some guys that are old and never really mature, so I guess its just a matter of how mature a person really is and if they really know what real love feels like..btw how old are you?

Most guys are fairly straight forward and you should take him at his word. Those that are not straight forward, are trying not to hurt your feelings by letting you know he has someone else in mind, or other things that he must do at the time.
