Has he applied any creams and then exposed his legs to the sun.

Based on the location, I would say it has something to do with Sun light and UV rays. Or maybe he walked through some thing he is allergic too...some bushes or plants.

Good luck.

Maybe its Lyme's Disease? Has he found a tick on him within the past few days? That causes a rash and can be accompanied by flu-like sympthoms and muscle aches.

Have him go to a dermatologist. Lately, there has been an outbreak of the parasite called "scabies. They say it can be cured, but it tends to leave and return.

Is he on any meds? could be side effects. I would STRONGLY advise that he should talk to a doctor...the sooner the better. (A doctor visit is a lot cheaper than a hospital visit.)

Maybe check for psoriasis. Not sure I spelled that right. I'd definitely get it checked out though.
