I used to sleep only a few hours at night, because any little sound would wake me up, or if it was too cold, etc, etc, the list is endless.
Now I can sleep through anything, I mean it, I can be in the middle of the party and fall asleep. There are excersices for you mind that you can do.
I am not telling you that this will work for you, but they worked for me, it is a compilation or yoga, gnosticism, psychology, scientology and other stuff that I read through out my life.
First you have to program your brain to accept all the noises and be ok with them, don't try to block the noises from your head, that won't work, just be aware of them but don't pay atention to them.
You can also try to gradually increase the light in your room every night. Start with a tiny nightlight. You can also increase the noise with a radio.
Don't eat and go to bed. Give your body time to diggest the food before you go to bed. You can drink something and go to bed but not food.
There are some techniques to control your body temperature.
If you are cold, lay down on your bed and relax completly, imagine that flame of fire comes out of your stomach and goes slow from your head down to your toes then goes back to your stomach. That will warm you up. And if you are cold just imagine is ice.

here is what helps me sleep:
- lots of exercise at once, like 8 hours of skiing, when afterwards the whole body is aching all over non-stop;
- hot bath after lots of exercise before going to bed.
- Working late like till 3am, then get up to go to school early in the morning, not taking a nap, go to sleep late, otherwise knows as sleep deprivation.
- If I'm TOO desparate to get to sleep and I can't, I take some NyQuill.
What helps me stay awake:
- Mountain Dew, better than coffee.
- Discovery channel.
- Evening hours (I'm an owl)
If you meant what keeps me awake when I need to go to sleep, then it is my racing mind, it just can't shut up most of the time. And when it gets too annoying I serf internet, or when I really need to go to sleep and i'm overly tired but can't fall alseep I get some NyQuill. Don't get me wrong, I don't do that often. I only did it couple of times.

I am noise sensitive, so I need an ionizer which has a fan switch. I also know that various stores like Brookstone and Sharper Image sell noise machines to block sound. I don't know if your issue is falling asleep or staying asleep.

For 5 years my room was next to the laundry room... When my family moved, it took me like... A month to be able to sleep without the sound of the dryer. *laughs*
I always have to have the doors (both door and closet) closed. (I'm weird, I know...)
I also can't sleep if there's a sheet (like the blanket one, not the one on the matress).
I'm strange. :-P

sometimes I have to have music, but it is an absolute MUST that I have a fan. I usually don't sleep with a pillow becasue that seems to make me go to sleep faster too.

I go to sleep when I'm tired, not before. A boring book can help put me to sleep, and so can a shot of whisky.

make yourself feeling sleepy instead. they say honey helps induce sleep and at the same time watching tv while u're in the bed might help (and when the fan's air keeps hitting your eye)...
