Exfoliate nightly with a good body scrub, such as Olay. Oh, and when you do be sure to use a sea sponge instead of a regular wash cloth or body pouffe.

To clean the dirt you can take half a cup of cold milk and squeeze half a lemon in it. You can use this mixture to clease your face and neck area using a cotton. you can do this twice in a week in the beginning.
For daily use take some gram flour (besan), add little curd/milk, turmeric powder and mix it to make a consistent paste. Before taking your bath use this mixture to scrub your neck and face for 5 min. Then wash with cold water.
Continue the above two for 1-2 months. If you get any kind of boils, pimples or skin rashes due to using above preparation then I would suggest you to stop using them. Otherwise they work excellent.
also use a very good sunscreen on your face neck and shoulder skin to reduce the effect of exposure. 70 % of the time the skin of the neck is dark not due to dirt but due to exposure to sun.
Good luck

Indian Remedies babe!!
1. Mix rose water with glycerin equally with a hint of lemon - massage it everyday atleast 30 mins before shower and it should help you big time - it helped my scars and spots on legs!
2. Mix 1 tbsp honey, 2tbsp sugar, a tbsp of milk and 1 tbsp of Chana Dal or Gram Flour mix it well and make sure you dont dissolve sugar entirely!! Massage soflty - sugar will help you take the dirt out and honey will help to smoothen your skin and milk will help to make it lighter - (i hope you have granulated sugar)
Good Luck!!

Moisturize with a cream that your skin can handle. It will encourage your skin to sluff off more evenly. Drink lots of water. And I agree with the loofah.
