Black plastic is used because it's cheap, allows for a good hermetic seal (keeps moisture out) and reasonable heat dissipation. Devices that have high heat dissipation needs use a ceramic carrier for the die. This is quite a bit more expensive to use and it's easier to damage it (brittle).
If you have ever installed a (PIII/4 K7/8) microprocessor (before installing the CPU fan ) in a PC you will see the actual back of the die. That allows the heat sink of the fan to cool the CPU directly. The surrounding material will be a ceramic.

The color black "radiates" heat better than any other color. However it also is more susceptible to heat build up from direct sunlight. So if your circuit board will be exposed to sunlight, then it is probably better to use another color....like white or silver. Another reason why mfgs probably chose black is because it makes inspection of the IC's during assembly easier to accomplish. It also allows a wider range of choices for the paint or ink used to print on the top of the IC. But these are really minor reasons. There is no really great reason for using the black color.

As u r already told, not all of the ICs r black in color, it mostly depends on the fabrication and the package brand, and some times it has another meanings

IC's are made black because black absorbs most of the light, light which is made of photons, which can interupt the IC operation.
This is the same reason why IC's are not operated under direct sunlight

where did you get the idea that all IC's are black .
In fact most IC's are green in color though not exclusively . If you have a black IC odds are it was burned up lol.

Black only applies to ICs packaged with injection-molded thermoplastic, which is black in color.
Other IC package types include white and gray alumina, white beryllia, steel, and gold Alloy42.

IC 's are also white. It is just a standard colour may be to distinguish against green and browm PCB's.

No they are all black, its because the black plastic that covers them, it allows better heat release and is less likely to melt
