Is it legal for a store to sell items at say 2 for $4, but one is priced $3? Similar to this in the summer when purchasing fruit or vegetables , there is often a price for one dozen, but if I buy 18 pieces, I have been charged the dozen price plus the individual price for the next six, but I think the price should be 1 and a half times the dozen price.

There are no laws governing prices in stores on products. It is up to the store and the management. I think if you complained to the management about how you were charged they might refund some of your money. The next person would not be so lucky. This is called capitalism.
