According to 2Corin 4:4, Satan is the god of this world. According to Rev 12:9 Satan is misleading the entire earth. According to 1John 5:19 the whole world lies under the power of the evil one.
So, Satan is the ruler of this world. Any proof outside the Bible? Yes plenty! Look around you: wars, violence, immorality, all kinds of evil things. Name it we have in abundance in this world.

Unfortunately the rich and powerful are the rulers of this world in a sense of what's lying above the thickness.
As for what is truly ruling this world, we as humans are only participants along with animals, insects, etc. It is our duty to take care of our earth as it's the only one we've got.
Who is the true ruler of this world? Well, we are and we need to take the reigns back from the ultra-elite rich and treat this earth and the inhabitants living on it a lot better before we wake up one morning to find out that there won't be a world to rule anymore.

Tricky question. Satan rules this world for now, but it was made by and for Jesus Christ and He will return to claim His own.
Jer 10:12 He has made the earth by His power; He has established the world by His wisdom, and has stretched out the heavens by His judgment.
2Co 4:4 in whom the god of this world has blinded the minds of the unbelieving ones, so that the light of the glorious gospel of Christ (who is the image of God) should not dawn on them.
Joh 12:31 Now is the judgment of this world. Now shall the prince of this world be cast out.

The Ruler is Satan, or course.
And his immediate followers are the people in power of international banking and organized crime. They are the one creating havoc around the world - mass unemployment, mindless entertainment movies and music, sexual slavery, military expansion, economic turbulence, religious distortions, etc.
