Chances are that the lightened hair was lighter originally than the darkened hair, blonde being much finer than dark.

The bleach and peroxides strip your hair of it's moisture. You've got to invest in a good leave in conditioner so that it doesn't look and feel like a pile of hay. Hair glossers work well too. If you lighten your hair you've got to watch your use of heat too. Another "hay" factor...

When you remove the pigment from the hair strand, it becomes dry. The hair follical is being opened up, in order to remove the pigment (IE: bleach, highlighting). When you add pigment to hair, the follical is closing. Make sense?

Because to lighten your hair, it requires a lot of peroxide which damages your hair. Dark dyes usually do not contain peroxide.

the reason it feels rougher is because to get the color lighter you have to "strip" the hair color out and to darken the hair you put it in

To answer your question, the lighter your hair is the less pigmentation it has and the more acceptable to damage it is.
