2/3 of the House and Senate must vote for it. Then 2/3 of the States. (the same for adopting an amendment). Each state has different standards for adoption, some have super majority (2/3) others simple majority.

Congress has the right to make or repeal amendments even without the vote of the people as provided for in the constitution.

To repeal an amendment takes the same process as making one.

It must be put before the people as with the 21st amendment
