Yes that would be no problem But you could just put a few inches of builders sand on top of the existing concrete and sprinkle some dry cement on top then lay your new slabs The dry cement will hold them all together and if you need to lift or replace them at a later date the will be easy to lift.

It depends where you live, You should check with local building officer in the locality. Some ordinance and codes are very restrictive what you can do without permit. If you do construction without permit you may be fined, and fine may be substantial, but it may happen that you will not comply with other restrictions, like zoning, and then you will be forced to demolish what you did and pay fine.

heck, anything you add on to your property has to have a permit. I cant understand it since you pay the taxes but some people can make a mountain out of a mole hill.

depends where you live for one, but if theres no walls, electric or water then NO you don't need one. its just like putting patio blocks down. if your doing the installation yourself, probably not if its small in size you could call your local hall. i wouldn't bother thou done 2 of them myself and i live in NY
