Hair nets are for holding your hair in place. People who work around food, like in restaurants, wear them so that their hair doesn't get in the food.

Way back when ladies used to use them after putting curlers/rollers in their hair or to keep their hairstyle in tact when they went outside on windy days or if they were driving with the top down on their convertibles. They were very popular before hairspray was invented.

My Grandmother uses them to keep her hair set in place when she goes to bed. See she goes once a week to have her hair washed and set. Hair nets use to be required in places where food was prepared or intricate machinery or even hospitals where items were being sterilized, etc. Now many of these places require the paper shower cap things. Except many of the food places that only require that the hair be contained in a clip or band or scarf.

Well years ago, women used to wear them over their hairdo to keep it in place so their set would last longer. Also some places insisted on staff wearing them to protect others so hair would not get tangled in machinery, drop in food, etc, but mainly, being a hairdresser, they were used to hold a set in place while you sleep. Hope this helps.

In addition to restaurants, they use hairnets to protect manufacturing processes. Do you want to open your pharmaceutical product, or your lipstick tube, and see some hair stuck in it? Yuch!
