In this situation, The hole would be a large rip perhaps 10 metres long on the side near the top. The balloon is quite large.

Interesting in that most hot air balloons have a literal rip cord that opens a hole for a quick descent. There are moments when that might be called for (wind change, the target landing place is suddenly unavailable and you have to settle for another really quick, etc.).
The actuall fall for a major problem, say the bag rips in two, is going to be delayed because of the drag that the balloon fabric pulls as it falls--so it won't be as bad as a free fall as if you fell out of the gondola or basket, but it may not matter much if you are high up when it happens. Still there will be a much slower "terminal velocity" reached than if you were falling independent of the balloon.

If the hole is not that big and provided that the burner is working fine, you should be able to land the balloon safely. If the hole is really big the balloon will last as long as you pray!
