You must build the muscles and get rid of fat. The problem is, you can't spot reduce fat (your body burns it evenly from all over). It's really just simple math: burn more calories than you are taking in. Try this (it's not easy, but it definitely works):
-Eat less fat and sugar and drink more water (always ask for water and skip dessert).
-Eat 5-6 smaller meals instead of 3 larger ones (this will raise your metabolism).
-Do 20+ minutes of cardio before breakfast most mornings (anything that will raise your heart rate will do: jogging, jumping-jacks, Taebo, etc.).
-Work out with weights 3 times a week (if you can't afford a gym membership, just buy some dumbbells).
-Get 6-8 hours of sleep every night (preferably 8).
-Start drinking green tea and taking a multi-vitamin every day (recent scientific research suggests that green tea has potent fat-burning properties).
-Do crunches, stomach vacuums (google it if you don't know), and various other stomach exercises every other day (get your stomach really sore).
-Be consistent! Most people don't have the time or self-control to really get a 6 pack. Good luck.

It's more simple than most people think. Simpler, but not necessarily easier.
A 6-pack is when the abdominal muscles are clearly defined and can easily be seen.
The only ways to get a 6-pack are to:
1.) Increase the amount of muscle in the abdominal region
and/ or
2.) Decease the amount of belly fat.
By far the most important way is to get rid of that extra fat. This is simple done by burning more calories each day than what you eat. This is done by either decreasing the amount of calories and maintaining the same level of physical activity (dieting) or maintaining the same amount of calorie intake and increasing the amount of physical activity. To increase muscle mass just do abdominal excercises such as sit-ups and crunches.

You need to do crunches, then alternating bring your elbows to your knees for your side muscles, raise your legs towards the ceiling and lift for lower abs. Do about 15 or more. However at your age your body is still catching up so dont sweat it. You'll be just fine, you as a teen have bigger issues then this. Have fun being young while you can
